Can I create public topics and topics for registered users?

Topics are universal and are accessible to all the members. But users would be able to see the content based on their access. Let's say if there's a post tagged with a topic in a private group that user A is not part of, this user will not be able to see the post when going to the topic feed. @Crypto Skills
